President, CGR Associates, & Principal, Criterion Health Mr. Ray is an exceptionally experienced and talented leader in mental health systems design, policy, strategy, and organization. Currently the President of CGR & Associates and a principal partner in Criterion Health, Inc., Mr. Ray served as the President and CEO National Council for Community Behavioral Healthcare from 1998-2003. He has served on multiple commissions and boards, and as a strategic consultant to many mental health agencies,
as well as county and state mental health authorities in mental health system design and optimization.
Mr. Ray obtained his undergraduate training at Texas Lutheran College, and his graduate training at Stephen F. Austin University. Although he began his career as a licensed clinical therapist, he was increasingly tapped to address the strategical organizational and leadership requirements of those clinical organizations. Mr. Ray serves as the current Treasurer, World Federation of Mental Health.
